"Protocole de Cloture” were signed on the

23rd of January.

India, Ceylon, the Straits Settlements, Hong

Kong and Weihaiwei in all respects as to the

ment reserve the right of separately signing

or denouncing the convention on behalf of any

other Dominions, Colonies, Protectorates, etc.

The final "protocole" as sent to the Colonial

Office by the Foreign Office does not contain

that the declaration was added above the

The effect of this declaration is

therefore that if the convention is ratified

the United Kingdom and the Eastern dependencies
